The cop was probably responding to a call. They don't necessarily activate their lights and sirens for every type of call.

I hated cops when I was a chronic law breaker. They were always on my ass, or at least ever present in my mind. Things have changed and now I have no problems with them. I think it helps that I'm a little older too, with the way they approach me, react to me, talk to me.
