Who is whiter between Eastern and Central European?

After three and a half years of waiting, there can be done the first comment. I consider this "whiteness" topic somewhat deplaced when ist comes to Central and Eastern Europe. Except some mongolid groups at the Urals and some Caucasian groups at the North Caucasus, all native people involved are white. And essentially to the same degree.

Although "white" is derived from pigmentation conditions, it's not seriously about pigmentation. It's just a proxy for something else. It's a proxy for belonging to a group of people with basically resembling mental and other traits. I actually think that this nature of being "white" is not compatible with any cline of "whiteness" within the group of "whites". That wouldn't make sense. It's more about belonging to the group, yes or no.
This doesn't exclude that it may be complicated to determine in the fringe of being "white".

Central Europe which i define as anywhere between Paris-Vienna, Hungary belongs more to the eastern zone really and so i would say central Europe is lighter though some eastern Euro countries like Ukraine may be lighter than say France though i don't have enough knowledge on Ukraine.

Lets say I'm 98.1 percent European or 99% European but 1% black from the Carribean but I still cluster with the Dutch and speak Dutch but some Russian or Austrian who does not speak Dutch and has not assimilated into the culture is 100% European and does not cluster with the Dutch is that person Dutch ?
