    I've never know any English people regard that region as anything other than Scottish. Most will not even recognise the region.

    No, I lived in Kelso for a year and half and I have never met a Scottish borderer who regards themselves as anything other than Scottish. The only area that is unambiguous is Berwick on the English side of the border. I think it was different in the past, with the border reivers on both sides being their own thing and switching their allegiance between Scotland and England to suit themselves. From what I have read the borders a few hundred years ago was like the wild west, a lawless frontier.
