Exactly mate! Fidel is a cape-verdean descendant.
Although Argentina lost most of its afro-descendants who became from the colonial times because of yellow fever epidemics and also because many of them were launched to fight in the independence wars...
So unhappily many of them died.
But in the early XX century, Argentina recived an immigration (not big but a considerable amount) of cape-verdeans who were not the majority 100% black because there were an important mixture between the native population with portuguese conquerors, most of them were in Griffe or Sacatra spectrum.
Their descendants are not numerous but it's not impossible to see them any day.
And in Chile it's almost impossible to see people like them.
Apart of Fidel we can mention other cape-verdean descendants:
