After the collapse of Yugoslavia, in April 1941, the largest part of Southern Serbia, then Vardar Banovina, was occupied by the Bulgarians. Their occupation was not only military and administrative, but also ecclesiastical. The first thing Bulgarian occupation authorities did was expulsion of Metropolitan of Skopje, Josip Cvijović, and the Bishop of Zletovo-Strumica, Vikentije Prodanović.
At the same time with the persecution of the bishops, the persecution of Serbian and Russian Priests began... With the Bulgarian occupation, the intensive Bulgarization of the Orthodox Church in South Serbia began. Not only bishops were brought in, but also Parish Priests and Monks. The Bulgarian church tried to have at least one Bulgarian Monk in every monastery, who managed the monastery.
In August 1941, the Bulgarian National Assembly voted for a special credit for the work of the church in the occupied area. A special credit was also approved for 375 priests and deacons, who were deployed in the Eparchy in South Serbia... That one part of Southern Serbia, districts Debar, Struga, Kicevo, Gostivar and Tetovo, occupied by Italians, came under the civilian authority of Albanians. In the church view these parts were submissive to the Albanian Orthodox Church...

From the official material, published by the Holy Synod of the Serbian Orthodox Church, it can be seen that, from the very beginning, the whole separatist action of the pro-communist group of priests from Southern Serbia took place at the dictation of the Party and in its interests. According to the dictates of the Party, the "church-people's" assembly was convened on March 4, 1945.
Already on March 8, the Initiative Board sent a telegram to the Holy Synod of Bishops of the Serbian Orthodox Church and expressed the wish, "That the Macedonian Orthodox Church will be proclaimed as soon as possible and that the Ohrid Archbishopric will be established."
Rejecting the demands of the Initiative Committee and disputing its right to speak on behalf of the Orthodox people in Southern Serbia, the Holy Synod of Bishops points out that the dioceses of Skopje, Zletovo-Strumica and Ohrid-Bitola have been part of the Serbian Orthodox Church not only since 1920. they were in unity with the Patriarchate of Peć, from which they were temporarily seceded by the force of historical and political circumstances."
The legitimate bishops of the Serbian Orthodox Church in Southern Serbia were expelled by the Bulgarians, and the communist authorities of Yugoslavia forbade them to return to their places ... Once again, with a special petition, the Prime Minister (then Tito) was asked to enable Bishop Vikentije to return to their dioceses, "because that is the only and the best canonical way to normalize the church situation in those church areas."
The regime did not accept this request and everything remained how it was. Even Patriarch Gavrilo Dožić, despite his great reputation, couldn't stop the fatal course of events.
