Roma isn't genetic component. There are highly mixed and variable. I have three Roma from Bosnia which makes average for them .There are quite abundant in South Asian component and SCA (about two time smore thna Mortimer level for both).
So part Romani with about 11% SA and 6% SCA like Mortimer is much below their level.
It is hard to make one estimate for Roma, as they live in different countries. And they are mixed with different Euro nations so they are quite different form each other.
BTW If someone will use some mixed Romani from Gedmatch and make average from them, then yes Mortimer will be much more Romani, but only because average was shitty...

As I said earlier Romani are mixed with host populations. In his case mostly Balkan. And this admix is in majority for him. So in single distances program seek closest pop with majority of similar ancestry, not minority.
I saw in MDLP spreadsheets academic Romani from other countries like Slovakia or Bulgaria. Maybe there will be more similar to Mortimer. I don't know from what source Vadim took them as only he has them. I have only those from Pagani paper which were freely available.
