You are right, but fragmentation is a mean to put all of the Balkans in the NATO (and EU). If someone is unwilling to do that then its a process that runs bit by bit. Its utilizing mechanisms to force uniform modern (American) culture in this part of Europe, and if met with resistance it takes uglier form of media victimization, dehumanization and destabilization of those who don't want it, in order to archive its main task. Its a process that's been taking far too long time in the Balkans, and its been lasting before 1990's although the methods were more subtle and average citizen was feeling unaffected, and by large was unaware of them. Today its nearly complete process. That's what worries me.
