In Serbia, when it was part of Roman and Ottoman Empire you could go and wait in row for months in Constantinople (you or someone who can speak in your name) and complain to the Emperor about violation of Justice (you must have evidences)

He would listen to complaint and it happened that Governors, Judges were hanged because of a simple villager.

That was ultimate Justice.
