Surely it does; having a defined territory, a permanent population, a government that is capable of interacting with other states is enough to exist and Israel provides all of these conditions. But the question that should be asked here is, does it have a right to deforce another state's territory and settle its people there in the capacity of a state or not.

The other day, I was listening to BBC World on the radio. The British host first explained what was going on with this latest annexation plan, and then contacted Israeli ambassador to the UN. The Jewish guy was speaking English with a kind of Italian or French accent. He first dismissed the term annexation and slammed the British guy for using that term, then he said that if you are Muslim or Christian, you had to believe that those lands were given to the people of Israel by God as mentioned in the Bible. The ambassador summarized that they were given the land by God and considering this, the Israeli move could not be considered to be an annexation. They have interesting podcasts on BBC world.
