I'll say Italy too. I know a lot of Italians who have had blue/light eyes (green, blue/green, etc.). I would assume northern Italy would have the highest number of those people but I don't know for sure.

I guess Northern Italy > Central Italy/Bulgaria > Spain/Portugal

If you consider Croatia a part of Southern Europe (many view it as nearly Central Euro), then that's the answer.
If not, then Bulgaria, Romania, to a large extent Bosnia and Herzegovina, Serbia and Portugal.
