    My critique to the OP is simple. Any social policy has winners and losers, and results in a hierarchy.
    Compare the household income of Eastern European migrants in the US vs Western Europe. The difference is staggering, and yet they are the same populations. Eastern Europeans do far better in the US.

    Just because some populations seems to hang at the bottom doesn't mean better policies cannot improve their social status.
