I would say Brussels. Not permanently in a rush like Paris, many good restaurants and a beautiful forest not far from the city. I have to say I have been impressed by Cologne too, even if the city has been destroyed during wwii and that it's now an architectural disaster, the cathedral and the Rhine still make it a special place.
