NATO won't even protect you from your internal Albanian enemies. The EU is the grand prize, but you'll have to wait for a while, or maybe forever if France, Denmark and the Netherlands keep obstructing your progress...

It's too late because they already had a brain drain. Their population has dropped by more than 1/8.
