I consider a person who is 85%+ European full white they usually look if the rest of percentage is amerindian now If it was black ancestry it would be completely different story.

Even though it has some particular issues which make that an important part of its people emigrate to find better opportunities in many aspects.
Probably that explains partly that situation you mentioned, and also the low fertility %.

Una vez leí que el número de muertes anuales em Uruguay es equivalente al número de nacimientos anuales. De unos 40k por año. Eso puede influir. Aunque estoy siendo redundante con lo de la poca fertilidad.

There is no way in which Argentina is "40% white", with Uruguay "66%", there is not much difference between this countries.
