Russia without doubt. Unlike the western countries full of immigrants from exotic worlds, peoples in Russia are indigenous and native, and they live in their own lands: Tatars, Chechens, Ingush, Dagestanis, Circassians, Chuvash, Ossetians, Mari, Mordvins, Udmurts, Kalmyks, Karelians.

I think Italy is the most diverse cause North Italy, South Italy, and Sardinia are all very different from each other. I'm not sure about the order of the other countries.

I only listed Russia proper (ethnic Russian majority regions) since including the North Caucasus, Volga-Urals, and Siberia is unfair due to the people there not being ethnic Russians.

Why is England listed? All English regions are part of the Northwest European cluster. All (or almost all) NW Euros are fairly close to each other, not much genetic diversity there.

Also most regions of Siberia have the majority of ethnic Russians as well.

I think most ethnically diverse is the United Kingdom. If you leave out the scots welsh etc there are also a lot of South Asians, Turks, Africans and almost every ethnic group in the whole world within The UK.
