nope, no European people is "dark", but if we are to say who's the most brunet population on average I think it's in southern Romania, where at least three main influences from the Mediterranean belt are seen: Dinarid brachy back of the head, Armenoid hooked noses and Mediterranean small faces.
this mix makes them less noble looking than both Ibero-Italo-Greeks (Atlanto-Meds / Alpine-Meds / East Meds) and Turks (Turano-Anatolo-Meds)

There are plenty of swarthy Bulgarians. They are not that different from other Southern Europeans. In the case of Belgium in the NW Europe quadrant, we do have the highest frequency for skin type IV(skin which burns minimally, and tans well), maybe the darkest in the quadrant. However at the same time, we also have the third highest frequency for skin type I (skin which always burns, never tans, palest, freckles easily), only surpassed by Ireland and the United Kingdom.
