Black hair in northern Europe

where are noticable frequencies of very dark brown/black hair among northern Europeans ? I know Saami have a lot, but is there any data on the subject ?

1) The lands of the great Saami people in Finland, Norway, Russia and Sweden
2) Lithuania
3) The United Kingdom ( especially the West Country and Wales)
