Yes, the noble Sami people of the north. No Gypsies, no immigrants ( as they are non-Europeans).

I dont see why the hate on this thread, it sounds like a reasonable discussion. Anyway I will go with Northern Germany and England. From my anecdotal experience Scandinavia has a lot of proper black hair, mainly Sami but also some Germanics. I have also met some people from Daenmark and the Netherlands who had black hair proper.
