In the beginning of the 2010s the Soros media was saying that "neo-nazi" groups were on the rise in Russia, while they were actually shrinking and Putin was "taking care of them". They also have made similar claims about the US and Europe, while it was quite the opposite. He's in a way trying to legitimise controlled opposition parties such as the AfD...

Funniest part it were Soros' cronies in charge of rising neo-Nazi groups in Russia. That's why he was so convinced they will be rising - he paid for it himself. But in Russia money can't decide everything. Putin offered to top leader of that group a nice position and informal political immunity in exchange for halting any extreme right-wing activities. Since then all neo-Nazis in Russia miraculously disappeared.

There are some valid concerns for sure. But nothing even close to any sort of displacement on the scale we see in EU. Do you know for example there are whole regions in Russia closed for certain groups from Caucasus? They allowed to visit but can't settle there. If needs to be it could be implemented country-wide.
