Interesting there's so little difference between ethnic French (Waloons/Picards) and ethnic Germans (Flemings/Franconians). Based on that I would estimate Flemings having an excess of 10-20% Germanic ancestry compared to Waloons...

Explanation is super easy. Rhine was the border of Roman empire for 500 years almost, considerably reducing inflow of Germanics south of that border. When "barbarians" finally breached that border and started to settle, local population was already dense enough (thanks to superior agriculture techniques) to genetically absorb numerically inferior invaders.
