Let's not forget that the people living the areas around the Kremlin (shown in the clip) were the top level apparatchiks and their families. You can clearly see that the apartment buildings shown in the movie were built to a much higher standard than the average commie block. In the clip you can even see convertibles driven there. How many convertible cars do you think Soviets were building in 1947?
Besides, I'm not convinced that all the images are from 1947. The streets are filled with Pobedas, but that car just started volume production that year.

Interesting video, especially that it is in color.
I believe those years after WW2 were years of happiness and prosperity for ordinary people who didn't have problems with government. That's how it was in Yugoslavia.

The years right after ww2 were horrible, with widespread famine everywhere but the US, plus political persecution in the East.
"Ordinary people who didn't have problems with the government" were not many in the East, maybe about 10% of the population, meaning the working class living in the cities. Everyone else was a target, in particular the intellectuals and the farmers.
