A Scandinavian who isn't used to seeing dark-haired people will probably call a person with dark brown or even medium brown hair "black-haired".

I do not at all think that it is the bluish - black hue either. Countries in Southern Europe such as Portugal and Greece results on black hair show higher frequencies than in most other European countries but somewhat lower than that of Italy.
