Yes. More generally, the two least English speaking parts of the world are Latin America and Northeast Asia, which ironically are the two main sources of contemporary immigration to the US. (It has now reached the point where some US cities have a lower percentage of fluent English speakers than some countries in continental Northern Europe!)

The Portuguese and Greeks aren't bad at English to be honest, and in Spain it's socially frowned upon to pronounce Anglicisms properly when speaking Spanish, that might have some effect when they actually speak English.
Latinos and east Asians are probably the worst offenders.
