Well, first off: Money! Secondly, the geography of South America makes it either extremely hard and expensive or outright impossible to build railway system. Airfares are mostly expensive because of tariffs and regulations (as well as poverty and income inequality).

N.B. I just checked Wikipedia and it seems Caracas has no direct flights to the US anymore, not even Miami. Therefore, that leaves eighteen countries with direct flights to the Venezuelan capital.

Trump banned surprisingly all flights from and to Venezuela yesterday.

He has done it to cut the imports of dairy products from the USA to Venezuela, made by people through internet and payed by familiars living outside.

Not to fuck up venezuelans, but to cut a way of finnanciation of the chavist regime, because all the importing enterprises are owned by chavist militars.

Also, Bogota no longer has direct flights to Montevideo, bringing its total down to 24 countries.

San Juan, Puerto Rico has scheduled flights to sixteen countries (including the US), principally Caribbean countries.

Though Avianca are reintroducing them in a few months time, as well as serving Asuncion in Paraguay for the first time, bringing it up to 26 countries.

I think Bogata lost it flights to Fortaleza, Recife and Salvador and had a drastic reduction to Rio de Janeiro with Avian Brazil bankrupcy.
