Looking at the data here, in quite a few US big cities - Los Angeles, San Francisco, Dallas, Houston, Miami, New York - the percentage of LEPs is well into double figures.

Well English is by far the nearest thing humanity's ever had to a truly universal language. That said, among immigrants the percentage of LEPs is 49%, but among the native-born it is much lower.

Well the point is that, even based on official figures, the US is barely more English-speaking than the Netherlands and in many big cities rather less so.
