15% gypsy population is nonsense. A good thing about the way gypsies are distributed in Romania, is that they are widely spread, without large local communities. Only recently, some villages where most working age population has moved either to towns or abroad, you'll see an unusual percentage of gypsy children. However, those villages are already dead - unless you think gypsies will be the ones able to save them.
Romania is in the middle of a large transformation of the rural areas. On paper, the population is 50/50 urban/rural. In reality, population in low lands villages is very old, like the average is around 55+ yo. In 30 years those villages will disappear.
