People who don't speak Portuguese at all, must be just a few Romanians and Romanian Gypsies and a few Hispanic speaking individuals/immigrants who don't do the effort of learning the language because of their language's similarity with Portuguese.

People who speak with an accent/don't speak Portugal's Portuguese (be it Brazilian, African/Angolan, Slavic....) can be in the 5% mark perhaps.

So most retirees from Britain, France, Germany etc. do speak Portuguese then?

maybe 5%. I know in parts of Florida and California they defintiely dont speak a word of English.

I already said in the OP that the Limited English Proficiency percentage in the US is 8%.

in the us I'd say its like 2-3% of citizens who are not proficient in English, because from my experience: my grandparents who immigrated from Greece when they were in their 30s-50s can barely speak English at all, but everyone else in my family speaks English perfectly well even if they immigrated. So only the OLD OLD generation of immigrants who enter the US in their Middle Ages or the most recent immigrants who have only been In the US for a few months are not proficient. IF you counting illegal aliens as members of the country, then it might reach 6-8%.
