    Less than 0.5%.
Amerindians are 2.4/2.7% of the population, but I speculate that the bulk of them have a good knowledge of spanish language right now.
And immigrants too, may be some chinese ones would be the exception.

They learn the language because they do not live alone, they have neighbors who might just speak Portuguese.

There are alot of blacks who are bilingual (they speak Portuguese and speak another african language or Kriol).

There was even a member in this forum who was American born and for sure would get a limited English proficiency score.

I live in the US so I absolutely can not speak for the whole country, but as for my city of Houston, I’d say a hefty amount of people do not speak the main language.
It’s never bothered me. If they are able to live fine without English, that is their business.

There are people who belong to ethnic minority groups who either speak broken Romanian, or no Romanian at all.

Romanis, Hungarians and Germans? What percentage of people in Romania would you thus estimate have limited or no knowledge of Romanian then?

In Spain: nobody. Even everybody in Catalonia, Valencia, Baleares, Basque Country and Galicia speaks and is very fluent in Castilian-Spanish besides speaking their own regional language. And even some people from those regions only speaks Castilian-Spanish.

In Venezuela: only isolated Amerindian tribes.
