Situated between the capitalist West and the socialist East, Yugoslavia’s postwar architects responded to contradictory demands and influences by developing an architecture both in line with and distinct from the design approaches seen elsewhere in Europe and beyond. Such architecture is depressing. We have some examples here in the West and I can't think of a single example that shouldn't be blown up today. Wipe out that smut !

Visiting parks with those monuments was for sure very interesting experience for me as a child.

I find it interesting. Sometimes grey and muted but it seems to fit the theme intended.

It does have a slight melancholic feel but I think it's beautiful and fits well into its surroundings. Just look at this from the article Moje Ime posted, it's honestly quite breathtaking.

I disagree. I think they're a blight. I prefer much more traditional art and architecture. What's causing the melancholic feeling is the fog itself:

I think brutalist architecture is valid. Not only that, but I think it looks better when it's well weathered.

However, brutalist buildings need large spaces around them them to look good, preferably they should sit on a platform in a peripheral/remote place.
They should never be in city centers, nor should they be made into apartment buildings.

The fog definitely adds to the effect but it's still not on the same level compared to the ones you posted. The main difference is in the industrial grandeur. Even these without fog add to the feeling:
