Regarding France I think Bertillon's study (1889) is much more accurate than Chamla's (1940). First the sample is about 10 times larger. Second and more importantly it goes much better with the studies you picked for neighboring countries and with ToeKneeHwin's. There is only one problem in Spanish / French Catalonia, most likely a problem in Hoyoz Sainz's study.
