Depends on the context too. If it's a university class I would be early. If it is work related I try to be punctual (right on time). I view early or late in this context as equal offenders.
If I am gonna paint with a broad brush, I would say for most situations I prefer somebody be about 1-3 minutes late.

Yes, it's important to me, i get really annoyed/disappointed when someone makes me wait unnecessarily or stands me up . However, there's few some exceptions which i can tolerate depending on the situation.

I'm neurotic, so I tend to be 90 mins early for most appointments.

Punctuality is very important.
If I say I'm going to be somewhere, I'm at least 15-20 minutes early. I like to leave time for traffic jams and other unexpected situations which might arise along the way.
What frustrates me about the husband is that with him everything is done on the last minute. His dad said that he used to run to the train station because he calculated that if he runs for the train he can sleep five minutes later. He's 10 minutes late for work at least twice a week. It's crazy. If he starts work at 8am, he gets up at 7.45am. Then he's in a rush, furiously brushing teeth, yelling at me, cursing the washing line, shouting at the gate if it gets jammed and drives off at 300km/hr. By the time he leaves the house his blood pressure is sky high and so is mine. I'm glad when he's gone.

15 minutes delay is ok with me, esp if the person I meet comes from a long distance.

Punctuality is important to me.
If we set a specific time to meet and you are unable to make it within a 15 minute time frame, I would like to be given a heads up at least.
