Depends, I personally don't find him very depressing, especially if you keep the infrastructure in good condition.

Imo, the stalinkas are quite good regarding aesthetics. A lot of other Soviet housing isn't though.

Perhaps slavs/eastern europeans might be too broad of a term in this case.
