Out of all the celtic languages which would you learn/which sounds best?

Proto-Celtic sounds the most clear to me.

I think proto Celtic does sound more Latin like, and less slurred (although I don’t mean that the other Celtic languages sound dumb, just like you said, not as phonetically clear) I think it’s useful for people trying to reconstruct old Celtic languages

Not really, this is a Celtic language, but the Gallaecian spoken in this video is a reconstruction. I see a lot of Gaelicisms, probably used to 'fill in' the blank spots due to our severe lack of written records of actual Gallaecian. Most of what we know about the language comes from personal names, divinity names and toponymics so hardly 'reconstructible'.

If it is reconstructed than it’s a hypothetical later version of the language, because the attested words in the language are more conservative phonetically like Celtiberian and possibly Lusitanian (if it’s a Celtic language)

Galatian

I have a feeling Galatian was much like Cisalpine Gaulish but influenced by Greek, Phrygian, and maybe Armenian or some Anatolian language

Out of all Celtic languages I've heard, Welsh is my favorite, although they all sound very beautiful to me.
