Pobably Southern Europe but all Southern Europeans from Portugal to Bulgaria are similar to each other and on the other the side all Northern Europeans look different from each other.

To add to this old post, more phenotypical diversity for individuals in Southern Europe, but less diversity in the overall populations. Most Southern Euro's are basically Med looking with alterations, and brown eyes and hair, whereas there's a more even spread of distinct phenotypes in Northern Europe, Nordic, Atlantid, Alpine, Baltid, Brunn etc, and more diversity of colours. Consequently Northern European nations often look more distinct from each other than Southern Euro nations do (IMO), despite Northern Euro's being genetically closer to each other.

Case in point: These two threads with group pictures were opened today, in the first nearly everyone correctly guessed them as Bretons, the second group that was from Central Italy was wrongly guessed as Iberian by most.

I can surmise a reason for this is that Southern Euro's are overwhelmingly descended from similar Med looking people, whereas Northern and Central Europeans are descended from a more balanced mixture of Med/Caucasian types and indigenous European types, creating many people/populations who can go either way looks-wise. The exception to this is probably Finns/Balts and other extreme NE Europeans, in whom indigenous European ancestry is more dominant.

Southern Europe. It's also genetically more diverse, even including genetic isolates like Basques or Sardinians. It also has a more complex migrations/invasions history.
