Yes, the only things that doesn't place Panamá in the honorary group is the murder rate and they euro-input is low but that whats "honorary" means. During 3rd Reich japanese people were considered honorary aryans by meritocracy.

To me Poland and some East european countries are lighter than Spain(platinum blondes, blue eyed....) But they are too poor in pair of Spain. Some of them are dangerous than Spain as well.
