Well, this is subjective. I prefer Wagner among the Germans and Mahler (I think he is culturally Austrian) and Bruckner among the Austrians. Therefore that top 3 sucks for me.

Germany: 1 Wagner 2 Richard Strauss 3 Beethoven or Schumann
Austria: 1 Mahler (he was culturally Austrian IMO) 2 Bruckner
France: 1 Bize 2 Fauré 3 Ravel
Italy: 1 Puccini 2 Verdi
Russia (I like most of them, It's impossible to me to say only 3): Stravinsky, Gliere, Borodin, Scriabin, Prokofiev, Tchaikovsky, Glazunov and Shostakovich
Finland: Sibelius
UK: Elgar
Hungary: Liszt
