Nope, slavs had r1a and I2 before the migration to Balkans.

It's Germanic, but maybe it was assimilated by White Serbs who were neighbours of Germans.

You don't know this; they could of easily assimilated some I1 from neighbouring east Germanic or baltic Germanic tribes. Not everything is black and white.

White Serbs supposedly lived in modern day east germany/parts of west Poland.

I1 in Serbs is mainly from Macura and Drobnjak tribes. Some also from Saxon miners; but some might be from the slavic migrations.
