    Both.

    Languages evolve, they change according the culture of who speaks them. The English spoken by a person of the slums is not the same spoken by Queen Elizabeth, but it's a simplified version of the same language.

    Also the Classical Latin was an evolution, a simplified version of Archaic Latin.
