Remember, the Roman Empire has split simply because large distances translated into large political and social discrepancies between the regions of the empire.
An ancient Great Germany or Great Italy would still have been empire-like, comprising of many distinct tribes.

Finno-Ugric or Balts but even nowadays Eastern Europe aren't fully Slavic. The Poles are a mix of Slavs and Balts, the Czechs a mix of Slavic and Germans and the Russians are a mix of Slavic, Balts and Finno-Ugric.
