Morocco in these images.
There are light eyed northafricans, are not uncommon.
But you could also have taken better photographies, with no strange light effects. In other photos he resembles more british than moroccan.
By the way, he's Jesús Castro.

In the 3rd pic he looks very familiar, idk why. I am not sure how well he fit's in Morocco, but he does not really look like a native UK person to me.
