As English only I'd agree with you, but I don't think he'd pass better in Ireland/Scotland/Wales than De Gea at all. As you've said, Monreal's eye area looks very odd (almost Baltid, perhaps?) and it makes him look slightly more eastern shifted rather than NW specifically IMO. De Gea's facial features look markedly Western/Atlantic and he's as light-skinned as lots of British Islanders, he's just lacking a lot of the CM influence that many people here have. I still think he'd broadly pass well here, even if I probably excitedly over-exaggerated how well in my initial post.

The Hallstatt Nordid types or Friterpian types (on the more gracile side of the Anglo-Saxon spectrum) that are mostly found on the Eastern coast of England would be atypical for Ireland, Scotland and Wales IMO. There are some darker, almost Alpine-influenced French looking people in the Southwest of England that might possibly pass in Wales, but not in Ireland or Scotland. There's also a Trønder minority in the northeast of England which would be fairly unusual to find in Ireland, very rare to find in Wales, but constitutes a minority element in Scotland. I'm probably not the best person to ask in all honesty, but those are my observations at least
