The national teams are, yes, but I'm taking into account population size and history as well; Wales was unbeatable and the best in the world in the 1970s, Gareth Edwards is also often considered the best in the history of the game, as well as quite a few other famous Welsh players. Nevertheless Kiwi's probably have them beat, even without Maori's in the equation.
