HK was on an agreed lease to the UK from mainland China. China agreed to let Great Britain rule over HK for 99 years.
When the 99 year lease date expired, the UK had to keep their part of the deal and hand HK back to mainland China as agreed in the terms and conditions of the lease.
Hong Kongers make a lot of complaints about the mainland Chinese bullying them, etc, but there isn't much that the UK can do about the situation.
Great Britain won't dare to take on the massive Chinese military... look at the size of China's military power:
If the UK had resisted in handing HK back to mainland China after the lease date expired, the Chinese military could've just walked into HK in a single day with their massive military and seized control of HK from the British.

Over 92% of Hong Kong's residents have voted in a survey that they want to return to British rule.
A lot of the Chinatowns in Western nations consists of ex Hong Kongers who wish to live in Western cultured nations.
They want to remain as having British identity rather than being Chinese, but there's nothing the UK can do to change the situation for the Hong Kongers.
The British aren't going to make another Opium War with China, nor deliberately hook millions of Chinese people onto opium again - which previously caused many deaths in China in an attempt to reduce their massive population and which brought large profits to the west from the sales of opium in China.
There was a deliberate poisoned milk outbreak in China several years ago - but it's unknown who was behind that scandal.
I don't understand why Hong Kongers want to return to being a part of the British Empire, instead of just seeking independence from China if they're not happy with mainland China.
HK was one of the great economic jewels of the British Empire.
China has grown into a rising superpower nation since the handover of HK, just like the massive nation of India with it's 1.2 billion population, is steadily becoming a rising superpower since peacefully gaining their independence from Great Britain through Gandhi.
Hong Kongers lost their passports and British Hong Kong identity overnight after the handover of HK to China, and Hong Kongers are still upset about being returned to mainland Chinese rule.
From double decker buses, phone boxes, letterboxes... to court judges with traditional wigs, etc... the legacy of the British cultural influence in HK is evident.
After building HK into the world's third largest business and financial centre after London and NYC, many Hong Kongers were upset at being handed over to Chinese rule.
A 'Symphony of Lights' is displayed in HK's Victoria Harbour each evening.
Hong Kongers complain that mainland Chinese people are loud and rude and bully Hong Kongers, in addition to defecating in the streets and on public transport, etc.
This video-clip shows a loud Chinese man bullying and insulting the polite Hong Kong staff and passengers on this boat.
They even hold English language speaking competitions in Hong Kong.

There is still an opium war against humanity, that is the communist regime. Communism is nothing less than a spiritual opium. UK could have won the war with China for HK but the price would be too high and Russia would invade northern China anytime if CCP collapsed. CCP however strong its taunts now and then, it is forever an underdog born loser.
As for the HK lease, UK signed the pact with mongolo-manchurian dynasty, and CCP is not formally a successor to the dynasty, at least CCP itself does not in all legitimiacies claim to be so(Ideologically I do think they are the same pack). The pact had been defacto legally defunct since the manchus ceded to revolutionists. UK had the right to hold on to HK but they still gave it up.
