*Puts tinfoil hat on* hmmmmmmmmmm perhaps a friendly or semi-friendly country is the perfect choice for a test run?- To prepare for real war with Russia/Iran/NK etc. No one will suspect it was the USA as there is no political tension between them. Argentina and Uruguay are 3rd world enough for a power output to be explained away as poor gov coordination, faulty infrastructure and lack of money to upgrade, but developed enough to really test an industrialized nations infrastructure and response to such an attack.

It could also be a weather related power outage blackout. Hot weather can cause a blackout or brownout. Air Conditioners and other automated cooling systems can put a strain upon power grids, during bouts of hot weather.

We used to have electricity problems during last socialist governament, but we dont have problems now. It seems it was an error and electricity returned after a few hours.
