How do Bulgarians and Romanians perceive each other ?

Neutral, I'd say. No strong feelings one way or the other. Maybe a southerner who had more contact with Bulgarians can give a better insight. What I know is that Romanian football hooligans get in fights with the Bulgarian hooligans, while in contrast, they have amicable relations with Serbs.

I have been raised in Southeastern Bulgaria and i never had contact with Romanians, nor my family or ancestors
Most Bulgarians just know that our Northern neighbour is Romania and thats it.

After many ethnic Bulgarians remained outside the borders of Bulgaria, only Romanians didnt had harsh assimilation policy against us. Unlike Serbia, Greece and Turkey.
