First, Poland does accept refugees, just from different origins than most of Europe - and looking at Poland's location, economic situation, and Polish attitude towards muslims and dark skin, I see it logical to not take refugees from the Arabic and African regions. Nobody would give them a job in Poland anyway, and social support in Poland would never let them survive on their own, so what? Welcome them warmly, and let them die of starvation?
Second, why would other countries have a say in Poland's immigration policies? I understand that Schengen is Schengen, so people can move freely between Europe. And Poland accepts that. If you are a Swedish resident, you can stay in Poland for up to 90 days without a visa. If you are a Swedish citizen, you can settle and work in Poland without any permits. And Poland respects that. So, what's the problem?
