Israel, and it isn't even close. Everyone who said Cuba or couldn't pick between the two is lying.

Neither but Israel has better history and heritage. Also better women, I'm not into Cuban girls.

This begs a question: are mass arrests, deportations and even killings sometimes understandable, if not necessarily justifiable, in order to either maintain security or achieve a higher cause?
Supporters of the Cuban regime would argue that the mass expulsions of anti-Castro Cubans in 1959 and 1981, the show trials and the imprisonments and possible assassinations of scores of dissidents are justifiable, or at least understandable, in order to protect and consolidate the Revolution and protect the country against US interference.
Supporters of Israel would argue that the mass expulsion of Palestinians in 1948, the 1967 and 1973 wars and land grabs, the constant bombings of the West Bank, Gaza and neighbouring countries, the constant house demolitions and assassinations of Palestinian militants and their families are justifiable, or at least understandable, in order to protect Israel's security, existence and maintain its status as a (mostly) Jewish state.
