I'm surprised that Germany is so low.

Not surprised by the Dutch. Norway may slightly be above Sweden and Denmark but they're not in the EU so we can't see Norwegians stacked against them.

I think Portugal's undercounted, often they fake obliviousness to English, I've found. They don't suck at it as bad as the French or Spanish do and Italians are way easier to understand than those two are.

Yes, but what's your point? 56% still seems incredibly low for Germany. I would've thought their proficiency would be comparable to that of Austria.

quite agree with you, I assume the map is not 100% accurate, however it's the only map found in Google space

Belgium is strange also, but Luxembourg raises the biggest question, hard to belive that country, whole economy of which goes around international finances can have such low percentage.

Belgium is strange indeed, but I'd assume it's being dragged down by the Walloon side. I had a friend from Flanders who told me that by the age of 12, everyone in school is learning both English *and* French (in addition to speaking their native Dutch) - in the Walloon region, you don't even need to pass at English in order to complete school (note: I was told this information seven years ago, so if it's outdated now I apologize). I think media consumption also plays a role as well - in Flanders, films and TV shows aren't dubbed into Dutch and are merely subtitled, whereas in the Walloon region most things are translated into French. As for Luxembourg, you're right - I have absolutely no clue
