Seriously? I don't think Mortimer looks half European at all, and I've never seen a Serb that looks like him before, even on the internet. Even if 1/10 is perhaps too low as you've said, I wouldn't say he looks higher than a 3/10 at least.

Mortimer has stronger Indid influence, he's just de-pigminted. Vulin looks like a cave Goblin; doesn't look specifically Indid like Mortimer does. I wouldn't guess Vulin as half gypsy specifically.
