Well, the main reasons are:
1. Torrents aren't as comfortable as disney+
2. There is always some risk when torrenting. Viruses, phishing, bitcoin miners, etc.
So, in my opinion, there should be some law that invalidates copyright laws for markets where the content isn't being offered otherwise. That would mean that Netflix could pick up Disney movies, and stream them to countries where Disney+ is not available - with or without Disney's permission. Also, that would help with the cases, where an online game developer closes the servers, but still keeps C&D'ing the unofficial ones.
With the law change, any C&D or other forms of copyright takedown, would be invalid without the proof that the content is offered in an official way. And, it would only apply to consumer-oriented digital material - such as TV series and video games, but not stock photos or professional graphics tutorials.
